Since the Chinese New Year of 2023, it has been over three months since we reorganized the Chinese American Parent Association of Baltimore (CAPA-BC). In a short period of time, we registered our nonprofit in Maryland, established a public account and website, and mobilized parents in various activities for community development. At the same time, we worked with Baltimore County Public Schools (BCPS) and the Board of Education (BOE) to promote the outward development of our community. Currently, our organization's bank account has been opened and membership registration will begin shortly. We have also applied to become a non-profit organization (501(c)(3)). The application will take a few months, but it does not hinder our future work. With the improvement of our organization's bylaws, our core team has been established. The formation of the first CAPA-BC leadership team was based on self-nomination or recommendation. We appreciate the willingness of volunteers in Baltimore to step forward and serve the community. Additionally, many individuals, although currently busy and unable to join the CAPA-BC leadership team, have expressed their support for our work and stated that they will assist whenever they have time. The enthusiasm for community building among everyone is much higher than we imagined. A large number of talented individuals are willing to come forward and contribute to building the community, which is undoubtedly an important milestone in our organizational development!
According to the bylaws, the CAPA-BC leadership team consists of three levels. First, there is the legislative level, which includes a board consisting of 3 to 11 members. Article V of the bylaws states that each member will serve a 2-year term and may serve a maximum of 3 terms.
The members of the board are Mr. Zhong Zhou, Ms. Hanfang Lim, Ms. Hua Liu, Mr. Nan Yu,
and Mr. Eric Su.
Mr. Zhong Zhou serves as the Board Chair. Additional board members may be added in the future.
The second level is the executive branch, which consists of five positions: President, co-Vice Presidents (two to be exact), Administrative Director (equivalent to General Director), and Finance Director (equivalent to Treasurer)." For more information, see Article VI of the bylaws.

The third level consists of various committees or program chairs/co-chairs, with no term limits as stated in Article VII of the bylaws.

Since the organization has just been established, we will adopt the Working Board model, which means that board members can be responsible for committee or program work but cannot become executive administrators. Additionally, if others have new ideas or want to organize new activities, they can volunteer to lead those new projects.
